I implemented a dashboard solution in my previous company developed in ASP.NET (C#) that provides health maps, reports and health browsing, so yes, is possible.
System Center provides a wonderful SDK that allows you to interact with SCOM core and represent the monitoring information as you want.

Thanks for the reply.
The information shared is much appreciated. I was aware of the commercially available dashboards. I was more interested if it can be easily managed without purchasing dashboards and not requiring much of programming ability.
But, information shared is sufficient. I would also appreciate if someone could share if something of similar nature has been made by someone in their environment.

Alexis and Stefan included an (almost) free solution, with visio dashboards.
I've used it with several of my customers, it works and will allow you to create dashboards looking like the example you provided.

The out of the box service dashboard from Savision looks like just like this as you require with an IT service view of your applications and infrastructure
