The Reset Password role isn't added to any role group by default. Take a look here for the instructions on how to add it.

You don't have access to create, change, or remove the "Reset Password-reset" management role assignment. You must be assigned a delegating role assignment to the management role or its parent in the hierarchy without a scope restriction.

Just to confirm, the account that you are using is a member of the Exchange Org Admin role group and you have installed the canned roles as described in that post?Monday, May 13, 2013 7:35 AM
