FIXED KB3037580 : Security Patching 4/18/2015 Application pools stopped

Recent patching on 3 farms showing application pools are stopped. Don't know which one is the culprit.

KB3045999When you go to the SharePoint Sites or Central Administration site the App Pool stops. Recycle, iisreset or reboot do not affect the change. Hit the site app pool stops.
Here is a related issue with Silverlight, "after applying the update, webengine4.dll is unable to load as it is missing msvcr120_clr0400.dll, which does not exist on the machine. "

Microsoft Security Bulletin https://technet.microsoft.com/library/security/ms15-041 re-released to address issues with the 3037580 update for Microsoft .NET Framework 4.5/4.5.1/4.5.2 on affected editions of Microsoft Windows. This addresses the issue reported on this post. Customers running on Windows 8 and Windows Server 2012 are encouraged to install the new version of the 3037580 update to be protected from the vulnerability discussed in this bulletin. See Microsoft Knowledge Base Article 3037580 for more information.

This appears to happen on SharePoint server that have both WFE and APP on one server. It also affects only WFE's. Seeing these events over and over.
Event ID: 2280
The Module DLL C:\Windows\Microsoft.NET\Framework64\v4.0.30319\webengine4.dll failed to load. The data is the error.

Seeing same issue in SharePoint Server 2013 SP1 on Windows 2012 Standard.
- Here is another thread where people having issues with KB3045999.
- KB3038314 issues mentioned here.
- Even though KB3045999 and KB3045685 says meant for Window Server 2003 - somehow they are getting installed on Windows Server 2012 Standard.
Any feedback Microsoft?
