Does this issue persist all the time?
Based on my research, there are two reasons which can cause this error. One is the network drop to servers, or because of the overload of performance the server is not responding.
Since you have confirmed your network is no issue. The next step we want you to have a try is to make sure the SBA is responding to Ping/Telnet during the time. We recommend you try to reboot SBA for once to see if this issue still persists.
Besides, as Akshay said, please make sure the Lync Server has updated to the latest version.
