KB4034374 and handling Dynamic Updates

Question
-
I have a MS ticket open for an issue where Windows 10 1703 will not install updates from WSUS during or after an in-place upgrade from 1511 or 1607.
Yesterday they told me that KB4034374 was available to solve this issue. Reading the summary, it sounds promising. But there is no description or details for this update.
Compatibility update for upgrading to Windows 10 Version 1703: July 11, 2017
I first tried to add it to Packages in MDT. It failed:
Scanning directories for the count of packages to import Performing the operation "import" on target "Packages". Skipping invalid CAB file c:\Packages\KB4034374x64\2017-07 Dynamic Update for Windows 10 Version 1703 for x64-based Systems (KB4034374)\windows10.0-kb4034374-x64_d3a152e9b04967413f9ece84aa87aea25de3a677.cab (probably not an update package) Import processing finished.
I then tried to install it via an MDT Application with DISM. (Error: 2)
Then I tried to install it in both 1511 and 1703, manually via DISM.C:\>"C:\Program Files (x86)\Windows Kits\10\Assessment and Deployment Kit\Deployment Tools\amd64\DISM\dism.exe" /online /Add-Package /PackagePath:C:\Temp\windows10.0-kb4034374-x64_d3a152e9b04967413f9ece84aa87aea25de3a677.cab Deployment Image Servicing and Management tool Version: 10.0.10240.16384 Image Version: 10.0.15063.0 An error occurred trying to open - C:\Temp\windows10.0-kb4034374-x64_d3a152e9b04967413f9ece84aa87aea25de3a677.cab Error: 0x80070002 Error: 2 The system cannot find the file specified. The DISM log file can be found at C:\WINDOWS\Logs\DISM\dism.log
DISM log
CBS.log
Then I tried using DISM to inject it into the 1703 Install.wim. Same errors as above.
It looks like these are ONLY meant to be fed to Windows during an upgrade, and only from WSUS or Windows Update. It doesn't appear I can feed this to Windows in any other way that I know of.
If that's the case, why is it up on the Windows Update Catalog to download?
Am I missing some other way to inject this? WSUtil maybe?
Am I just supposed to wait until this shows up in CB ring / WSUS?

Hi ,
Regarding windows 10 can not install updates from WSUS , have you tried to download a cumulative update from windows catalog and installed it manually ?
Best Regards,
Elton

Windows 10 Upgrade cannot install updates from WSUS... Yup, each one since May. No change.
Fresh installs are fine. Fresh 1511 or 1607 install from VLS ISO, followed by upgrade from 1703 VLS ISO... Windows Update no longer functions when Windows Update online is inaccessible.

Hi Sir,
I tested an upgrade in my lab (1511 to 1703) .
After the upgrade , the client can not install updates from WSUS .
Now , I installed updates from "Microsoft Update" for client .
I'm trying to set it back to "WSUS update" , I'll update this thread later .
Best Regards,
Elton

If you have feedback for TechNet Subscriber Support, contact tnmff@microsoft.com.That's great, but these machines do not have access to "*.microsoft.com".
When they refuse to connect to WSUS, they simply timeout trying to update from Windows / Microsoft update.

According to that log , I'd suggest you try to enable GP "DoNotConnectToWindowsUpdateInternetLocations" under "windows update" .
Also GP entry "turn off access to all windows update features" .
Try again .
Best Regards,
Elton

That was Microsoft's first solution when we were trying to get WSUS updates to work with fresh installs of 1703. The problem with that was that it disabled access to Windows Store, the Symbol server, and other MS services. But it didn't do anything for upgrades from 1511 or 1607 to 1703.
Eventually I discovered blogs on WUfB, and got all the "Defer Updates" GPO settings and registry entries removed from our environment, and WSUS resumed normal functionality in 1703, for fresh installs.
But as of yet nothing has made any difference in 1703 upgrades.
