Anonymous calls go straight to Voicemail -SIP/2.0 488 Not Acceptable Here

Question

Hi Peeps,
Out of curiosity i blocked the caller id off my mobile phone and discovered that when i called a Skype extension - It went straight to voicemail and did not ring the persons extension even though the person was available.
Here is my set up - I have a gateway between sip provider and skype and an AA in between. So AA picks up the call when the extension is pressed, It says transferring the call and then next thing I hear is voicemail.
I understand that since I blocked my caller-id, It comes in as +1anonymous but shouldn't it at least ring and show anonymous caller in SKype ? Using snooper yields the following error SIP/2.0 488 Not Acceptable Here

Can you do a trace within Skype for Business to see if the call still has the +1?

The issue is the FROM is being normalized to have +1, +1anonymous@..... You need to adjust your gateway to prevent the adding of '+1' to anonymous calls. see: https://social.technet.microsoft.com/Forums/en-US/b129c7af-91a2-45df-9dfe-eef12bf07a59/incoming-call-from-anonymous-number-goes-to-voicemail?forum=ocsplanningdeployment

Hey Michael,
I added the rule to the gateway as described in that doc but I am still getting the calls routed to voicemail.
Any idea what I am doing wrong.

Hey Michael,
Thanks for the heads up. I was able to Identify a rule that was adding +1. Since Skype translate all calls to E164, there was no need adding it to the gateway. So once I removed it . Calls started coming in.
Thanks for pointing in the right direction.
