- Do you have a mediation server role deployed?
- Do you have a gateway, direct sip integration or SIP trunk deployed and configured?
- Did you assign the users telephony phone numbers and enabled them for enterprise voice?
- Did you configure voice routing (dial plan, voice policies, routes, pstn usage, ...) ?
Looks like your current configuration does not permit calling outside numbers, which may indicate missing routing or wrong policy configuration.
