Perhaps a Policy registry key value has been changed (or created) from zero (Off) to one (On). Restrictions can be enabled, e.g. to hide the Favorites Menu, set the key \Explorer\NoFavoritesMenu to 1 or to remove the restriction, set it to 0 (or delete the key). Another example is to hide the Device Manager window by setting \System\NoDevMgrPage to 1.
Open a Run window (Windows Logo key+R), type regedit, press Enter and in the left pane navigate to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies.
Click each of the subkeys in turn and look for DoNotDownload, NoDownload or similar wording.
There may be global HKEY_LOCAL_MACHINE keys as well or you may want to make a restriction global. Also, there may be other users of the computer, whose registry can be changed via the HKEY_USERS keys or they can sign in and change their HKEY_CURRENT_USER keys.
If the key doesn’t exist it must be a different issue.
