    Please have a try the policy settings under User Configuration > Administrative Templates > Control Panel > Personalization:
    Enable Screen Saver Enabled
    Force Specific Screen Saver Enabled scrnsave.scr
    Password Protect Screen Saver Enabled
    Screen Saver timeout Enabled Time set in seconds

       How about Enterprise spotlight content service , this I can install it in local ? as understand it can manage content as screensaver lockscreen for win 10 .How to user Enterprise spotlight content service and install it

    Windows Spotlight is an option for the lock screen background that displays different background images and occasionally offers suggestions on the lock screen. Windows Spotlight is available in all desktop editions of Windows 10.

         I can manage image for Windows Spotlight ? can change another image and specific image

         I can see in group policy to change image for it
