Hello,
I have a shared mailbox called "Help Desk".
I need to permit to user "User1" the Full Access to this shared mailbox and "send as" and send on behalf from this shared mailbox.
I have Exchange 2013 CU10.
From ECP I have created shared mailbox and from "mailbox delegation properties" I have added user "User1" in "Send As" box and in "Full Access" box.
Even after many hours if User1 try to send e-mail from mail address of "Help Desk" shared mailbox, User1 receive a underiverable error:This message could not be sent. Try sending the message again later, or contact your network administrator. You do not have the permission to send the message on behalf of the specified user. Error is [0x80070005-0x0004dc-0x000524].
I check permission from powershell and is ok.
Other, I have execute this powershell command: Set-Mailbox -Identity "Help Desk" -GrantSendOnBehalfTo "User1", but problem persist.
Can you help me ?

If you connected then its Cache, its Online then its not.
You can remove the X as suggested by Vasil when autocomplete appears to remove the cache or disable it.
Check File --> Account Settings --> Double Click the Account --> Unselect Cache Exchange Mode.

Ask him to compose a new message, press the From button and remove any entries there by clicking the small "x" next to the address. Then, select the shared mailbox address directly from the GAL (so From -> Other E-Mail address -> From -> select the address without typing anything). Repeat the same for any autocomplete entries in the To: field.
If it's still not working, have him test via OWA to confirm permissions are correctly assigned.

SendAs command is below.
Add-ADPermission "HelpDesk" -User "User1" -Extendedrights "Send As"
This seems to be a Cache issue. Clear Outlook cache.
