Unable to launch a application

Hi,
I am unable launch some of the application and end up with error message as in the link below. If i log off and login again to the machine i am able to launch the application, similar issue with other users working on same or different application. Kindly suggest a fix.

I would verify the components involved and how they interact. Try to verify all activity using the log-files....

Hi,
I checked all settings are fine, but still having the issue. But if user logs off and relogin again it is working fine. This is happening intermittently.
Kindly suggest.
