Multi-dimensional parameter in T-SQL

I'm trying to build a multidimensional array to store a series of values to be used later in the code. I've been in VBA for the last decade, and I'm having trouble adjusting. It gives me an error message of 'Incorrect syntax near ',''. What am I missing?
