How to add links on the right side of the sharepoint wiki site

I am newbie to sharepoint and using sharepoint 2007 to create a wiki site.
I would like to know how to add links on the right side of the page(similar to on the left side). I don't have access to sharepoint designer and want to do it online

All you can do then is use a Web Content Editor web part and create a table of contents OR a separate list. Save this Wiki page as a template and create all new pages from this.

How can i access Web Content Editor web part?
When i click on the edit page all i can see is the word-like-editor and Add web parts at the bottom of the page..
Sorry being so dumb..Can you please explain..
