One would inform the consumer MPLS link each SCCM client uses?

You wouldn't. ConfigMgr is completely ignorant of the network stack. It simply uses the network like any and all applications do by handing that off to the OS which in turn hands it off to the NIC which in turn hands it off to the network itself. Each layer is ignorant of the implementation details of the layer below or above it by design.
