I am afraid there is no such policy to achieve your purpose. But we could use other methods.
IIS
We could set the maximum bandwidth and maximum concurrent connections in IIS console to save the bandwidth. Refer to following screenshot.
Downstream WSUS server
Also we could setup a downstream WSUS server in the slow branches, the upstream WSUS server only need to distribute updates to downstream WSUS server, then the clients could get them through intranet.
Express installation files
BrandCache
Using Brand Cache to optimize WAN bandwidth usage by reducing the amount of network traffic between branch offices and the main office.

Delivery Optmization
You could enable delivery optimization on the windows 10 clients in the branch office to save the bandwidth.
