Actually, we have not only two ways to schedule Skype meetings, using Skype for Business client or Outlook client. But if you are working with Outlook
to schedule meetings, please make sure you sign in SFB simultaneously.
There is another way we can create Skype meetings, Skype for business Web Scheduler which could be used by any web browser. You could refer to the following

By the way, regardless of which option you use for initiating or scheduling a meeting, SFB creates a specific URL address for a given meeting.
Once you have the meeting URL, it is available for you to invite a large number of participants and send the URL to them.
