Based on my research, this issue could be fixed with the latest version of SFB and Outlook client, please try to check your Outlook and SFB client version at first.
In addition, if you configured to use UCS, you could try to check the UCS Connectivity State in the SFB Configuration Information, if the status is not show as Active, please try to launch the registry editor (regedit) and browse to the following key HKEY_CURRENT_USER\Software\Microsoft\Office\16.0\Outlook\Profiles,
then create a new key under it as the blog shows:
SKYPE FOR BUSINESS – GETTING MAPI UNAVAILABLE MESSAGE AFTER SWITCHING TO UCS.
