Windows 10 1607 Clients Not Downloading from SCCM

We have an issue where our Windows 10 clients specifically on version 1607 are not getting their updates from SCCM. The SCCM client is installed on the machines. But instead of getting updates when we push them out from the Server. Windows updates goes and downloads them from the internet on their own. Anyone know why this is and how to fix it? Any more information you need?

It sounds like those machines might be configured for "dual-scan". See the following blog posts for details:
