    I am assuming you are using Project Server 2010.  If this is not correct, then please let us know what version of Project Server you are using. Before anyone can change the Owner of a project, the project must actually be published by the current Owner.  Once done, here's how to change the Owner of a project:

    1.  The current Owner or the Project Server administrator must log into PWA and navigate to the Project Center page.
    2.  Click the name of the project whose Owner you want to change.
    3.  Click the Project Information link at the top of the Quick Launch Menu on the left side of the page.
    4.  Click the Edit button in the Project ribbon.
    5.  Click the Browse button for the Owner field, select the new Owner, and then click the OK button.
    6.  Click the Save button.
    7.  Click the Close button and then click the Yes button to check in the project.

    After these steps are completed, the new Owner will need to open the project in Project Professional 2010, display any task view (such as the Gantt Chart view), temporarily insert the Status Manager column, set him/herself as the Status Manager for every task, and then save and publish the project.  Hope this helps.
