    I don't quite understand the problem description. What do you mean by "disappear on and off"?

    By "has multiple tasks for one item", do you mean the use has selected multiple actions for the message, e.g. move it to a folder, and assign a category?

    Totally, how many rules does the user have in Outlook? It might be that the rules that are in her mailbox exceed the rules quota established for the mailbox.

    Also, not sure what kind of tasks they are. The rules engine is easily overloaded, if it is overloaded, Outlook will then disable the rule automatically. This is common for a "run a script" rule. You need to avoid processing messages using more than one rule when you are using a run a script rule.
