    An email was sent but the user necer received it.

    It looks like the message got redirected to another server, did you check the tracking logs on that server? 

    Also, did you check here Recover Deleted Items bin in Outlook/OWA?

    Please check if you have set some rules for the user.

    Also confirm if you can search the missing email in user mailbox.

    Use the below command to check if you can find the emails:

    Get-MessageTrackingLog -ResultSize Unlimited -Start "5/17/2016 8:00AM" -End "5/17/2016 5:00PM" -sender test@domain.com
