Before going any further, I would like to verity these situations:
1 What download method did you use? Did you use third party tools to download the file?
2 Did you receive any error message when it cannot be completely download?
3 Can you completely download other files?
That seems the problem relate with the setup.exe file. I suggest to perform these tests to troubleshoot the issue:
1 Login with
Clean Boot or Safe Mode with networking
2 Download Scottrade Elite form:

If the issue persists, try to run chkdsk to check if your pc have volume mistake.
