  • The first link, migrating from classic to claims is for when you create a web application in SharePoint 2010 with classic and later decide you want to use claims, most likely because you want to provide additional authentication methods in addition to Windows Authentication (NTLM/Kerberos) which is all classic allows (ignoring anonymous).

    The second link is for migrating an FBA web application from a 2007 farm to a web application in a 2010 farm. To continue using FBA, you need to use claims-based authentication as classic authentication does not support FBA.
