Is there any error message when the problem occurs?
Does this issue affect all users in the environment?
Please try to start Outlook in safe mode (Press Win + R, type "outlook /safe", press Enter.) and check the result.
If it only happens to one particular user, please try create a new profile and check if the issue can be fixed.
