Firstly, I would like to suggest you try the following management pack:

Based on my understanding and knowledge, to resolve the AppFabric Throttling state issues, we can try creating a task with the recovery method in SCOM;
however, to do this dynamically, a method to detect the issue is needed. Therefore, I think we can try creating a monitor which has a recovery task.
