For the creation of a new domain, I recommend using at least two DC / DNS / GC servers per domain for high-availability of AD / DNS services and so that you reduce risks of losing your domain.
To promote the new DC, make sure that it points to its private IP address as primary DNS server and then run
dcpromo. Once done, I recommend using a second server as an additional DC.
To promote an additional DC, make sure that the server points to your first DC as primary DNS server and then run
dcpromo to promote it as an additonal DC.
After you have two DC / DNS / GC servers, make sure that each DC points to the other one as primary DNS server and to its private IP address as secondary DNS server. Use 127.0.0.1 as third DNS server. Once done, run
ipconfig /registerdns and restart netlogon.
