how many rermote desctop connection can access in same time to windows server 2008 ,
(i know windows 2003 , can allow access 3 remote connection and 1 local )

I hope you are talking about remote administration mode. At any point in time, there can be two active remote administration sessions. You can read more info here:

only 2 rdp connection allows to cennect in same time in windows server 2k8

Yes you can have 2 + 1 (console) simultaneous connection.
Try mstsc /console or mstsc/admin command. It will connect the RDP session into the console.
