SharePoint2007 tempdb large size

Tempdb mdf file size increased to 100+ GB for SharePoint2007 and SQL server2008 r2. What action needs to take to minimize its size? Some suggests to restart the sql server so is it good to restart the server if it is production environment, if yes how frequently need to do this in a year.

Whether this is the normal behavior of SharePoint database or anything is wrong with tempdb.
