How to check unused sites in SharePoint 2016 and moved to record center

    For your request, I suggest you using PowerShell commands such as below to generate a repost of unused sites.

    Get-SPSite -Limit All | 
    Get-SPWeb -Limit All | 
    Where { $_.LastItemModifiedDate -lt ((Get-Date).AddMonths(-9)) } |
      foreach {
        # the URL
        ""   #blank line
        $_.url
        "  LastItemModifiedDate: " + $_.LastItemModifiedDate
        "  Web has unique permissions: " + $_.HasUniquePerm
    
        # the Site Collection Administrators
        " Site Collection Administrators:"
        foreach ($user in $_.SiteAdministrators)

    And What do you want to move to record center?

    If you want to move sites, it not supports to move sites to a site.

    If you want to move the contents in this site, there are two methods:

    1. Using “send to” button to move documents manually:

    2. Creating retention policy and transfer to record center in site settings->content type policy template.
