If Window could be booted by one core, it will be booted by dual core. This issue could be caused by the drivers, we could update all driver to the lasted, then check if the issue persist. We could refer to the following link to learn more about Windows

We suggest you contact the vendor of PC to check if the compatibility problems.
In addition, we could check if there are any errors in application log and post then for our troubleshooting.
