what is SCF?
is that supposed to be SFC?
Have you tried the DISM commands
In this link is information on using:
Sfc /scannow
Dism /online commands
using windows 10 iso as a source file

Alternatively, if you have another working machine, you could have a try copying the related files from it into this problematic one and set up the same permission of those files on problematic machine.
However, based on my research, many people suggest to reinstall the system, you could also think about it.
