I saw the same behavior (a long link) when testing in my OneNote 2016. Does it work properly before? Does this issue happen after a specific Outlook update?
How many users are affected by this issue in your organization?
I've checked all OneNote settings under File > Options, but I haven't found any setting used to control this behavior. I'm not sure whether this issue was caused due to updates or it is an intended change in OneNote as I haven't found any documentation
stating this.
You may try to restore to a previous version of OneNote on a testing machine and see whether this issue continues.
