Routing Group Connector will not create when I run command.

Hello,
I am migrating Exchange 2003 to Exchange 2010.
Current server SBS 2003 sp2
Future server is Windows 2012 R2
The migration was going fine until I set up the public folder replication. I found that it was not replicating. I decided to remove the default RGC and then create a new one. I removed the old one without issue but when I went to create the new one it just sits there and never creates.
I ran the commands below. server names changed. There is no smart host. Thank thoughts would be helpful. Thanks,
Get-RoutingGroupConnector | Remove-RoutingGroupConnector
New-RoutingGroupConnector -Name “Exch2003-Exch2010? -SourceTransportServers “exch2010.domain.com” -TargetTransportServers “exch2003.domain.com” -Cost 100

Hi
Windows 2012 R2 is not supported as an OS for Exchange 2010 and currently there is no plan to add this support. Please use Windows 2012 instead.

Hi,
Agree with Steve. Windows 2012 R2 is not supported on Exchange server 2010. Windows Server 2012 R2 is currently only listed as a supported OS for Exchange 2013 SP1.
Please use the supported OS and then do the migration.
Hope my clarification is helpful.
Best regards,
