In my experience, if you do not use the Internet, it will have some errors during the period of installing prerequisites. So, it recommends you connect
the Internet.
According to your description, when you deploy Skype for Business server 2015 on Windows Server 2016, it generally meets with this error: Prerequisite
Installation failed: RewriteModule.
To solve this issue, you need to go to the registry key: Computer\HKLM\Software\Microsoft\InetStp. Then change the value of “MajorVersion” from 7 to
10. After that, you can install the prerequisites successfully. Please note to revert back the registry key once you finish the installation of prerequisites.
