As XP Mode cannot be installed, let's test to run the programs in compatible mode:
1. Find the execute file of the program.
2. Right click on it, choose Properties.
3. Go to Compatibility tab, check the Compatibility Mode box, change it to Windows XP (you can try all the Windows XP options).
4. Check the box "Run as an administrator".
5. Click OK.
If the program still cannot be started, we may need to check if there is any update or upgrade version which can help the program work in Windows 7. Some legacy programs will not run in newer systems unless there is a new version released.
