Hi my self Unnat ,
my pc specification are- intel i5 4440 3.1 Ghz processor
8Gb RAm
intel hd graphic 4600
os windows 8.1 pro 64x
1tb wd green cavier hdd
although my computer has lot of free ram and cpu about more than 50% in usualy load but it is slow
i have tried to change os but nothing worked

It is your storage. Windows 8.1 moves an immense amount of data. In my opinion, it is almost unusable on a Western Digital Black drive, let alone a Green. Your biggest piece missing here is an SSD for sure. I would recommend getting a Samsung PRO drive. 250 GB is what seems to be comfortable for all of my programs. I would still use the 1TB drive to store all your documents/movies/music etc. Also, I would use "File History" to back up the SSD to the 1tb drive. When SSDs fail, they fail instantly and with no prior warning, and it sucks.

How old is this PC? Is it custom made?
Compatibility could be the reason. If the PC components are under warranty, I would take PC to the shop and ask them to run full diagnostic and replace any component which might be faulty or not compatible.
PC specs looks good, it should run Windows 8.1 smoothly. And since you re-installed the OS, I don't think its software, but hardware more likely.

Numbers? How many seconds to do ....?
One of the single most impressive improvements to system responsiveness you can do is to upgrade to SSD storage. I believe something like the Crucial MX100 500 GB SSD can be purchased now for around $200.

my problem is not hard disk but its that my pc is not using it's full capacity and it is slow even on
1%cpu usage
33% ram usage
1% diskusage

Hi,
the only thing I could think of (hardware related) is to buy SSD and install OS on it.
For data you can use your SATA HDD.
If you said that you have tried with different OS, then I don't think it is OS itself, because you installed a fresh one.

my friends pc work faster than mine and specification of his pc are-
Windows 8.1 pro 64x
i5 2nd gen 3.0Ghz processor
4gb ram
wd 2tb hdd black cavier
nvidia geforce 210 1gb
his startup app are around 12 and then also it boots faster than mineand give response swiftly
