    Please check this official documentation for a hint. I suggest to run Start menu troubleshooter to see the result.

    If no help, switch another account to check issue.

    Below is the reply I gave to another member in this thread.    

    See if that can be applicable to you.

    2 suggestions :

    1. Right click at it > click Command Prompt (Admin) > type powershell > press Enter key.
    At the flashing prompt, copy and paste this command line ( to avoid typo it's best to
    apply Copy/paste method)......
    Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelo
    pmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

    > press Enter.
    After that, try using the Start Menu.

    2. If the above does not fix anything................

    Create another user account with exactly the same privileges as this one you are  now using.
    Logon to the new account and see if you have the same problem with Start Menu.
    If no problem , I would say your old account is corrupted.
    Use the new account for a few days to make sure. Then go back to the old account > backup the files you want to keep > delete the old corrupted account.
