Create a domain group for your service desk staff accounts; create a GPO that adds this service desk group to the local administrators group. Assign GPO to OUs containing your server and client computer accounts.

You can do this with either Group Policy Preferences or Group Policy Restricted groups. Here is a guide that shows you how to do this with Group Policy Restricted Groups:
