The Microsoft recommended maximum is in fact 2,000 not 3,000.
It's also not a recommended maximum for Views but for number of items in Lists.
It is however correct that by careful creation of views you can minimise the slow-down effect caused by too many items in a list. For instance if the default view is restricted to (say) 20 items then that will speed things up (as will not specifying Expanded when creating Grouped By views).
