Here are some things that have helped others who have reported this kind of problem.
* Check that you have a connection to the internet - browse a web site.
* Try again later. Wait and try a third time.
* Are you behind a firewall? Set your proxy settings to auto detect - note your previous settings so you can put it back when you're done.
(Internet Explorer, tools, internet options, connections tab, LAN settings)
* Turn off antivirus/anti-malware programs & firewall programs (again, note your previous settings so you can put it back when you're done)
