    I would suggest you follow the steps below to narrow down the issue:

    1. Is it a big size file? What if you upload a small file for another test?

    2. As a common practice, I would suggest you monitor the network status of the page using IE Developer Tools in browser, it will give you more details about how the page loading with a Visio Web Part;

    3. Also, you can use Fiddler to monitor the request and response during the page loading which can provide more information to troubleshoot this issue.

    In regarding of the issue, please provide us more information to assist you better.

    • Did you load a VDW file in local environment, SharePoint Online or OneDrive?
    • Was this issue occurred with all Visio files or the particular file?
