"Fatal error during installation" error when installing apps published via GPO after installing 2020-03 Cumulative Update (kb4538461)

After installing 2020-03 Cumulative Update for Windows 10 Version 1809 for x64-based Systems (KB4538461) on our Windows 10 desktops, we started receiving an error stating "Fatal error during installation" when we attempt to install msi's that have been published via Group Policy. When we remove the update the errors go away. I have tried installing 15 different apps and they all fail after the CU has been applied. I installed Windows 10 Enterprise v1909 from VLM media on a clean VM. I installed all available updates (including the 2020-03 Cumulative Update). I joined it to a domain, published some software via user policy, and I have the same problem. When I uninstall the update, the problem disappears.

Hello,
can you install apps without group policy? I have successfully installed apps in vm after installing Cumulative Update (kb4538461). Maybe it is caused by other problems. You can refer to the link below.

Yes we can manually install apps. It just doesn't work when attempting to install an msi published via group policy. Assigned apps will also still install.Thursday, March 19, 2020 12:20 PM

Same issue here, occurs with all March CU's, 1709 KB4540681, 1809 KB4538461, 1903 KB4540673/KB4551762, 1909 KB4540673/KB4551762. Really frustrating, can't install published software through Group Policy. Doesn't appear fixed in latest 1709/1809 CU's so doubt it's coming to the others this month. MS needs to get onto this, makes distributing software in times of crisis difficult.
