  • Hi Nipqer,

Does this issue occur with all pictures?

I just test it and find I can do the action normally. It may be that there is problems with your Paint program. To make sure the issue, let’s create a new Administrator account to check the issue.

    Create a new user account

    1. Click the Start Button, and then click Control Panel.
    2. Double-click User Accounts.
    3. Click Manage another account.

Note: Please click Continue if the User Account Control (UAC) window prompts.

    4. Click "Create a new account".
    5. Type in the account name and select choose an Administrator account. Then, click Create Account.
When we create a new account, let’s check whether this issue occur in this account. Please let me know at your earliest convenience.

If the issue persists in the new created user account, let’s run SFC to check the issue.

Run SFC to scan system files

    1.  Click Start, click All Programs, click Accessories, right-click Command Prompt, and then click Run as administrator.
    2.  Type the following command, and then press ENTER:
    sfc  /scannow
The sfc  /scannow command scans all system files and will recover the corrupted ones.
    3. Please restart the computer to check the result.

In addition, you can refer to my public folder on Skydriver to check the troubleshooting file that I recorded when performing the steps you have descriped.

To give me a look what you have performed, please use Problem Steps Recorder (Start=>Recorder steps to reproduce a problem) and then upload your performed steps to SkyDrive and provide us the link for analyzing?

In addition, you can let me know how you would like to rotate the picture, and I can do it for you as a workaround.

    Good Luck to you!
