Hi,
I understand that you fail to open a document using office web apps in IE, but the document can be opened in Google Chrome.
I can suggest you to reset Internet Explorer settings. If system is Windows 8, we can follow these steps:
- Swipe in from the right edge of the screen, and then tap or click Search. Enter Internet options in the search box, and then tap or click Settings.
- In the search results, tap or click Internet Options. Tap or click the Advanced tab and then tap or click Reset
- In the Reset Internet Explorer Settings window tap or click Reset
- Close and then restart Internet Explorer for the changes to take effect.
If system is Windows 7, Windows Vista or Windows XP, we can reset Internet Explorer automatically.

I have this exact same issue - running windows 8.1 Update 1, IE 11.09600
It says Sorry, we ran into a problem.
It works on Windows 7 IE 9 under the same group policies.
I have run the reset internet settings as you mentioned above. Any other thoughts?

Try clearing the cache and try changing the browser mode..Open your browser click F12..select browser mode change it to IE 8 and then change user agent string on there to IE8 or 9 and give it a try !

The site was already added to the intranet zone.
When using the browser emulation, it confirms that the document mode = Edge (Default) is the issue. The browser version does not have an affect, but when switching to a document mode of 8, 9, or 10, it works just fine. Is there somewhere appropriate to communicate this bug?
Thanks,
Jesse

I can confirm this as well. I have all current updates on both the farm servers (with the newest 2013 SP1 release) as well as my test machine (8.1 w/IE 11), and when I select a different document mode in developer mode, IE works. Without manually setting the document mode, we experience the exact issue as described above.
This, however, does not solve the issue for the other 1,000 users in my organization that are experiencing the same issue. We are currently advising our users to utilize Chrome or Firefox for this, but they are (understandably) upset about the inconvenience of doing so.
