Client not downloading updates - stuck at 0%

Hi
We've been updating some client computers to the new build of Windows 10 (1607). When downloading windows updates most of them stuck at 0% and are not downloading. The available updates are KB3199986 (~11MB), KB3197356 (~760MB) and KB3202790 (~20MB).
The clients are configured to download updates from a WSUS server (Windows Server 2012) and they do show up there. For several days already I try to solve it but all the solutions described in threads like https://answers.microsoft.com/en-us/windows/forum/windows_8-update/downloading-windows-update-stuck-at-0/cdb1a9be-7e4c-4de2-8e4b-47379d6a3d9a or http://www.thewindowsclub.com/windows-update-stuck-downloading-updates etc did not work for me.
Now my questions are:
- Is there a way to confirm that those updates really have been downloaded already to the WSUS server?
- Is there a way to deliver updates to the clients NOT using BITS? I guess that updates of that size would be delivered faster not using bits.

Hi Josibu,
For no patched win10 1607 clients, it is an known issue that unable to download updates from WSUS server. While the issue is solved after installing the first Cumulative update. You may test it via installing KB3189866 manually, then check if it could download later CU from WSUS server.
Actually, we just need to install the latest CU, so if your test is successful that win10 1607 could work with WSUS server with CU, then you just need to install KB 3200970 (the latest CU for 1607) manually.

Hi Josibu,
Yeah, I got the same result with you, unable to get KB3189866 in MUC (MUC won't include all updates). It's same to use KB3194798 to test:
