More than likely you didn't download IE 11, i would recommend to buy a USB CD/DVD drive and reinstall windows.
If you have documents on your machine that you require I would recommend finding a data recovery service in your area.
But, best option would be to just clean install windows, and don't believe anything that pops up on your screen that you are not actively looking for.
