URL shortener: Some of the URLs that Sharepoint produces, to documents in document libraries etc in folders and so on , are huge, and when such URLs are emailed to other folks, they do not go out in the email properly, either getting truncated, or have whitespaces so they do not work a lot of times. The short answer is no. SharePoint does not have this functionality out of the box. You would have to check into 3rd parties or see if sites like EasyUri.com has an api you can use.

Please also consider using SharePoint Short Url;
All the shortcuts are stored in a regular SharePoint List which allows all the standard functionality of audit trails, workflow, security permissions, item approval and so on, to naturally dovetail with this new functionality. This is proving a popular solution for several large organizations.
