Power View in Excel 2016 not working

Dear Excel IT Pro,
The Power View can be loaded in Ribbon but no response when clicking the power view option.
Has been tried the support article about the system requirements for power view but unfortunately it does not help to make it works. Please help

Hi Ngmaomao,
Please confirm the System requirements for Power View in your environment, you can read this article first.
Please make sure when you download and install Silverlight that it is done from Internet Explorer.
Please try this method and check if it works for you, any updates please let me know and I'm glad to help and follow up your reply.

I tried to the troubleshooter for the add-in for power view and the troubleshooting report has been showing that:-
Potential issues that were checked:
Microsoft Excel Power View add-in is missing ------ Issue not present

Running on Surface that I bought early last year, Microsoft Office Professional Plus 2016, silverline installed. Power Pivot and map work ok.
When I click on the power view icon, it gives me a new sheet and a graph like picture but nothing else works.
