my screen display blank screen with crusor

my pc has been working perfectly until i install tuneup utilities. i tried to scan and repair my hard disk by using tuneup utilities during the time of scanning it stuck on 10% and do not go further so i cancelled the operation and tyr to restart my computer but after siging in my computer only display blank.please help me!!!!!!
my computer is windows 8.1.
ram=6gb
cpu intel core i3

You can use the System Restore feature to get your computer back the time when it worked.

Hi,
Please first unplug any external devices (except mouse and keyboard) while computer is on with blank cursor. Then hard power off. Leave off for a minute or so. Leave usb cables unplugged, and power computer back on.
If it doesn’t work, please crtl+alt+delete, then lunch Task Manager, create a "New Task", type "explorer" enter, it will lunch Windows Explorer.
If the keyboard shortcut doesn’t, try to enter safe mode, If you can, then perform a virus scan or uninstall tuneup utilities, then perform a normal logon, check if this issue persists.
