You can't just reassign a client to a new site in a new hierarchy: http://blogs.technet.com/b/configmgrteam/archive/2009/04/09/reassigning-a-configuration-manager-client-across-hierarchies.aspx

Sorry, but did you read the post I linked to? It is not valid to reassign a client from one ConfigMgr hierachy to another. You must reset the trusted root key per the post.

IT's an SMS
What's an "SMS"? Not sure what you mean by that?
Have you tired manually hitting http://CNDCASSMS02/ccm_system/request from IE on the client or the server?
Have you reviewed the IIS logs?
Have you seen this thread: http://social.technet.microsoft.com/Forums/en-US/configmgrsetup/thread/013743fa-9cfc-4bc6-b7fd-384c5c8f5213/ ?

Then why are you posting on a ConfigMgr 2007 IBCM and native mode forum?
You do know that SMS 2003 is no longer supported?
Did you review the thread I linked above?
